Preventing and Mitigating Delayed Stress Syndrome
This hands-on workshop looks at preventing and minimizing delayed stress syndrome, one of the most financially and operationally devastating occurrences affecting law enforcement agencies today. Topics will include mitigation of this problem via proper recruitment, background checks, basic training, and FTO (field training officer) do's and don'ts. Additionally, participants will examine the relationship between self-esteem, behavior, and attitude. Learn how to develop and support a corporate culture that focuses on identifying danger signs and pre-symptoms to prevent erosion of individual and operational integrity.

About Bill
William G. Hillar is a retired Colonel of the U.S. Army Special Forces. He has served in Asia, the Middle East, and Central and South America, where his diverse training and experiences included tactical counter-terrorism, explosive ordnance, emergency medicine and psychological warfare.

His military expertise led him not only to cross-train and serve with Special Forces from allied countries, but to advise governments and military organizations in several foreign nations. He holds a B.A. in Psychology, an M.A. in Education, a Ph.D. in Health Education, and an honorary doctorate in Intercultural Relations.
Hillar provides training and consultation to law enforcement, firefighters, and other first responder organizations where quick reaction and rapid recovery are essential for survival. Hillar is also an adjunct professor at Monterey Institute of International Studies and the University of Oregon. His courses and workshops include:

  • Human Trafficking
  • Tactical Counter-terrorism
  • Transnational Criminal Gangs

Special Activity Information

Pistol Shoot

The pistol shoot will be located at the Schafer Training Facility from 10 am to 6 pm on Monday, July 21, 2008.  This will be an exciting day of active shooting with a variety of shooting options.  Gun Vendors will be on-site to sponsor the event and let participants test their firearms.  The pistol shoot lasts from 10 – 6 to allow everyone an opportunity to shoot, even those people with meetings to attend.

Mustang Baseball Game and Dinner

Join your fellow law enforcers for a fun night of baseball at the brand new Billings Mustangs Stadium on Monday, July 21, 2008.  Bus transportation will be provided to and from the Holiday Inn Grand Hotel to the stadium.  Once inside dinner will be provided.

Operation LifeSaver BBQ

A classic event at the MSPOA Convention and one that should not be missed.  The BBQ is on Tuesday, July 22, 2008.  This delicious BBQ is sponsored and prepared by Operation Lifesaver.  Bus transportation will be provided to and from the Holiday Inn Grand Hotel to the BBQ location.  There is no additional cost for the BBQ; it is part of your registration.  All you have to do is show up with an appetite.  For information on this Program, click on the link above.

Golf Calcutta

The golf Calcutta determines which golf team you will be on for the golf tournament.  The Calcutta is on Wednesday, July 23, 2008.  The golf czar will randomly select teams and then the teams will be auctioned off.  Everyone has the opportunity to buy the team they think will win.  Both the winning team and the person who purchased the team will get a share of the money, and more importantly, the trophy and pride.  Teams will be randomly selected; however, if you want to play with your spouse, your names will be entered together.  Please indicate that you want to play with your spouse/girlfriend/boyfriend on your registration form.  We will be drawing the teams immediately after the banquet.  Please make sure that you have registered prior to the banquet.    

Golf

The golf tournament will be at Peter Yegen Golf Course at 12 Noon on Thursday, July 24, 2008.  The cost of golfing is $55 per person, which includes the green fee and cart.  The tournament will kick off with a shot gun start, so be there at 12 Noon sharp.  Please make sure that you have arrived 30 minutes prior to the designated time.  Peter Yegen is an 18 hole links-style course that is challenging and also enjoyable for golfers of all abilities.  It has a snack bar and also a driving range.  There are a limited number of club rentals available at the pro shop.

Bowling

The bowling tournament will be at Fireside Lanes at 12 Noon on Thursday, July 24, 2008.  The cost of bowling is $15 per person.

Zoo

Spend a fun day at the Billings Zoo.  For just $10, lunch will be provided and there will be a variety of activities.  ZooMontana is a unique 70-acre zoological park and botanical garden. Our animals originate from areas with similar climates and temperatures to those found in the Billings area. Exhibits are constructed using state-of-the-art natural habitat techniques. Plant and animal living collections are not only those native to the northern Rockies and high plains but also from northern latitudes of Europe and Asia. Montana Law Enforcement Summit
Conference “stuff”....and MORE !!!

It's not too late to register for the “first” historic joint conference of the Chiefs, Police and Sheriff's Associations, in Billings, July 21st through 24th. This years “Summit” offers not only the greatest opportunity for the Criminal Justice community of Montana to come together to train and network, but also there will be opportunities for family and friends to participate; along with activities during the “work” sessions of this conference.

Monday night, July 21st, is “Mustang Baseball Night” at the brand NEW “Dehler Park”.

Tuesday, July 22nd, is “Zoo Day” at Zoo Montana and Tuesday night is the “Operation Lifesaver” Bar-B-Q at Rose Park.

Wednesday, July 23rd, is “Red Lodge Day”, with buses leaving the Holiday Inn for a relaxing day of shopping, strolling and lunch in the Beartooth Mountains. Wednesday night there will be the joint “Banquet”; followed by the “legendary” Calcutta!

Thursday, July 24th, is “Vendor Morning” followed by afternoon activities of golfing, bowling, swimming and other activities the city has to offer. Thursday night will be the “Farewell Reception” with the competition awards and a last “toast” to all!

We are also planning to have exclusive “shopping” buses running from the convention site to the Rimrock Mall and Downtown area all day Tuesday (22nd) and Wednesday (23rd).

Then there's the “Before, During and After...”Did you know that the weekend “before” the Summit (July 18th to 20th) is the “Big Sky State Games”!  If' you've never competed or want to again, this may be the perfect time to come for the Games and stay for the Summit.

What about a “Hot Air Balloon Rally?”  Thursday, July 24th is the return of the Magic City Hot Air Balloon Rally.  If you've never seen a “balloon glow” or taken a ride in one, you might want to come for the Summit and stay for the rally!

What about motorcycles?  Starting Friday July 25th, is the 90th Annual $40,000 Great American Championship Motorcycle Hill Climb.  The “hill climbs” run from Friday through Sunday, this is truly a “premiere” event you may not want to miss.

What about during the week, you like “outdoor theater”?  Wednesday evening, July 23rd, “Macbeth” will be presented at a “Shakespeare in the Parks” production, back at Dehler Park.

How about outdoor music concerts?  Thursday, July 24th there are “2” to choose from.  One is downtown; Alive after 5, with the Midlife Chrysler's and the other is on the green at St. Johns, with the Windy Creek Band.
